Measure, bill and certify in one workflow

SuperWise is billing engineer software. You record measurement sheets in measurement book format against the BOQ and the work order, raise RA bills from the approved quantities, and certify supplier bills with a printable slip.

Morning, site, office

A billing engineer's day on SuperWise

  1. Morning 9:30

Measurement book rows with BOQ item, measured-on date, rate, quantity and total amount for passenger lift, MS caging, aluminium window and mosquito track window items

The balance checked before the bill

Before raising a bill, the billing engineer opens the work order and reads the quantity, the rate and the balance left to bill on each line.

  2. On site 13:00

A freshly cast concrete shear wall with the shuttering removed and starter bars standing above it, building materials on the floor and apartment blocks beyond

The work measured, line by line

A measurement sheet keeps each line of the measurement book: location, number, length, breadth, height and deduction, with the net quantity worked out.

  3. In the office 17:00

RA bills list showing total amounts and Pending status, with the row menu open: Edit, Approve, Abstract, Reject and Delete

The RA bill raised and sent on

The RA bill for the execution period reads approved quantities at the work order rate, with retention and mobilisation recovery deducted, and goes to approvers in steps.

Three workflows

Three workflows from measurement to bill

01 · RA bill

From measurement sheet to RA bill

An approved measurement sheet updates the BOQ progress, and the RA bill reads its quantities from approved sheets. The system refuses a cumulative quantity above the work order quantity.

  • Record and approve the sheet
  • Raise the bill for the period
  • Retention and mobilisation recovery are deducted

02 · Measurement book

Measurements on the BOQ item

Each sheet names its BOQ item and its work order. The BOQ shows planned against measured quantity for an item or node, so the bill never runs ahead of the work.

  • Choose the BOQ item and work order
  • Enter dimensions and deductions
  • Compare planned with measured quantity

03 · Supplier bills

A slip for every supplier bill

A bill inward pulls accepted challans at the PO rate, and no challan is billed twice. The certification slip lists each resource, the deductions, the payable amount and the creator and approver stamps.

  • Pull the accepted challans for the period
  • Adjust debit and credit notes from the vendor ledger
  • Print the certification slip

What changes for a billing engineer

Modules a billing engineer uses

The RA bill format and checklist sets out what a bill should include, and the RA bill feature covers the module.

From the measurement book to the bill

A SuperWise measurement sheet keeps each line of the measurement book, not a summary: the location, the number, length, breadth, height and deduction, with the net quantity worked out. A sheet names its BOQ item and work order, and approving it updates the BOQ progress.

An RA bill covers an execution period and reads its quantities from approved sheets and its rates from the work order. The system refuses a cumulative quantity above the work order quantity, and the work order detail shows the balance on each line. Retention is the bill amount times the work order's retention percentage, and the mobilisation advance is recovered pro rata or as a lump sum.

When scope changes after approval, the work order is amended. The amendment raises the revision, keeps the earlier version and records the reason, and later bills use the amended lines.

Supplier bills and the certification slip

A bill inward is the supplier's or labour contractor's invoice. It pulls accepted material and labour challans within the billing period at the purchase order rate and leaves out pending and rejected challans. Challans are locked once billed, so none is billed twice, and one bill can span several purchase orders.

When a purchase order was amended, challans received before the change use the old rate and later ones the new rate, in the same bill. The certification slip lists each resource with its quantity, rate and challan references, the deductions for retention, insurance and TDS, the payable amount, and the creator and approver stamps.

Material stock is the accepted challans less consumption booked to a task or BOQ item, so material reconciliation reads from the same records. Debit and credit notes from the vendor ledger can be adjusted in the bill.

Frequently asked questions

Can an RA bill claim more than the work order quantity?

No. A work order line has a contracted quantity, and the cumulative quantity billed against it cannot exceed that figure. The work order detail shows how much each line has billed, so you see the balance before the next bill. To bill more, amend the work order first and have the amendment approved.

Which bills have a certification slip?

The certification slip belongs to the bill inward, the supplier or labour invoice reconciled against accepted challans. It lists resources, quantities, rates, challan references, deductions, the payable amount and the stamps. An RA bill prints as a document and goes through the approval workflow, which records the approver, the date and a comment at each step.

How does an approved measurement affect the BOQ?

Approving a measurement sheet updates the BOQ progress for the item it names, and the sheet becomes the basis for RA bill quantities. The BOQ status view then compares planned with measured quantity for an item or node. The A2 MIS report adds contracted, measured, billed and remaining quantities for each BOQ item.

Can a vendor submit their own bill?

A vendor portal user can create a bill inward for their own organisation and download the certification slip once the bill is accepted. The guide documents the vendor portal for bills, quotations and proposals. It does not document measurement sheets or RA bills raised from a portal login, so your team enters those.

How are debit notes handled?

Debit and credit notes are recorded in the vendor ledger with a reason, and they can be adjusted in a bill inward, which reduces the net payable. Images of the notes can be embedded in the DPR. The bill shows the adjustment, so the payable amount can be checked against the slip.
